President Donald Trump wants to meet North Korean leader Kim Jong Un again. But Pyongyang has given a cautious response and says major changes in US policy may be needed before new talks can take place.
Trump has said he hopes to meet Kim later this year. The US president wants to revive the direct diplomacy that marked his first term.
The two leaders met three times during Trump’s first term. Their most notable meeting came in 2019, when Trump crossed into North Korea at the Demilitarized Zone.
The talks did not lead to a lasting deal on North Korea’s nuclear program.
Trump now appears ready to try again.
North Korea, however, has not shown the same level of interest.
Pyongyang has said that Washington must change its approach before talks can move forward. North Korean officials have also made clear that they want the US to accept the country’s nuclear status.
That is a major problem for Washington.
The US has long demanded the denuclearization of North Korea. Washington wants Pyongyang to give up its nuclear weapons and missile programs.
North Korea has refused to accept that demand.
The gap between the two sides remains wide.
Trump has recently taken steps that could help create space for talks. The US and South Korea have reduced the length of their annual military drills.
Trump has also said he is not happy with large military exercises near North Korea. He has pointed to his past relationship with Kim as a reason for seeking a new meeting.
But the change has not produced an immediate breakthrough.
North Korea has continued to show its military strength. It launched several short range ballistic missiles after Trump raised the possibility of another meeting.
The launches sent a clear message.
Pyongyang wants the US to know that it will not enter talks from a weak position. North Korea has also built stronger ties with China and Russia in recent years.
That may have changed the balance from the first Trump presidency.
North Korea now has more outside support and more room to resist US pressure. This could make a new summit harder to arrange.
South Korea is watching the situation closely.
Seoul has welcomed efforts to lower tension with North Korea. But the South Korean government is also worried about military readiness.
US troops have been stationed in South Korea for decades. The two countries hold regular military drills to prepare for possible conflict with North Korea.
Any major change in those drills could affect South Korea’s security plans.
The issue also creates a difficult choice for Trump.
He wants to build on his personal ties with Kim. But Washington also wants to maintain pressure on North Korea over its nuclear weapons.
A meeting without clear goals could bring political value but little progress.
A successful summit would be different.
If Trump and Kim agree to meet, both sides would need to decide what they want from the talks. North Korea could seek an end to US pressure and wider acceptance of its nuclear program.
The US would likely seek limits on North Korea’s nuclear and missile activity.
Those goals are far apart.
Trump’s first meetings with Kim showed both the power and limits of personal diplomacy. The leaders were able to reduce tensions for a time. But they could not reach a lasting agreement.
A new meeting would therefore face a much harder test.
North Korea is more closely linked with China and Russia than it was before. Its military program has also continued to grow.
For Trump, another meeting could offer a chance to reopen diplomacy and avoid a rise in tensions. For Kim, there may be less need to accept a deal unless the US offers major changes.
That makes the path to a new summit uncertain.
For now, Trump wants talks. North Korea wants conditions.
The next few months will show whether both sides can find enough common ground to meet again. Until then, the missile launches and sharp statements from Pyongyang suggest that diplomacy will not be easy.
