    Cornell University has launched an independent review of its response to sexual misconduct complaints, appointing former Justice Department official Sally Yates to lead the effort amid growing scrutiny over a high-profile sexual assault allegation.

    The university announced the decision on Tuesday as it faces increasing pressure from students, community members and public officials. The review will examine how Cornell handles reports of sexual assault, sexual harassment and related complaints across campus.

    University trustees said the assessment will cover multiple areas, including investigative procedures, disciplinary actions, campus police responses and oversight of student organizations.

    Trustee Chair Anne Meinig Smalling said the university has a responsibility to examine its own practices carefully and openly. She said the review is intended to ensure accountability and strengthen confidence in the institution’s response systems.

    The move follows public outrage over allegations made by a woman known publicly as Jane Doe.

    The woman reported to campus police in November 2024 that she had been sexually assaulted several weeks earlier at a Chi Phi fraternity house. According to her account, she was pressured into consuming alcohol and drugs before being assaulted by multiple fraternity members.

    The allegations sparked protests on campus and renewed debate about student safety, university accountability and the handling of sexual misconduct complaints.

    Although no criminal charges have been filed, the case has led to significant actions by the university. Cornell has shut down the Chi Phi chapter involved in the allegations and said some students were expelled while others were suspended following internal disciplinary proceedings.

    The case gained even greater attention after Jane Doe filed a lawsuit last month against the university, seven former students, the fraternity and additional parties.

    The lawsuit raised questions about how university officials, campus police and local authorities responded to the allegations. It also brought national attention to the broader issue of how colleges handle reports of sexual assault.

    Lawyers representing two former students named in the lawsuit have denied any involvement in sexual assault. Court documents indicate that some accused students argued during the university’s Title IX process that the sexual activity was consensual.

    As part of her assignment, Yates will review how Cornell addressed the complaint and whether existing policies and procedures were followed appropriately. She will also examine the university’s supervision of fraternities, sororities and other student organizations.

    The review is expected to provide recommendations aimed at improving safety measures and strengthening institutional responses.

    At the same time, separate investigations continue outside the university.

    New York Attorney General Letitia James is conducting a criminal investigation into the allegations. Officials said her office has been in contact with attorneys involved in the case and with local prosecutors.

    Tompkins County District Attorney Matthew Van Houten initially reviewed the allegations in 2024 and did not file charges. After the lawsuit became public, he reopened the investigation. He later expressed support for the attorney general’s involvement.

    New York Governor Kathy Hochul also called for an independent examination of Cornell’s handling of the matter. The university’s decision to appoint Yates follows that request.

    Yates is widely known for her long career in federal law enforcement and public service. She served as deputy attorney general and later as acting attorney general before moving into private legal practice.

    Since leaving government service, she has led several major independent investigations involving large organizations. Her work has often focused on institutional accountability, misconduct allegations and policy reform.

    University officials said her experience makes her well suited to lead a comprehensive review of Cornell’s procedures.

    The Cornell Sexual Assault Investigation review is expected to become a significant part of the university’s effort to address concerns raised by students, families and public officials.
