The Prioritised Ukraine Requirements List (PURL) collects NATO members’ contributions to buy US weapons and ammunition.
President Volodymyr Zelenskyy said Ukraine expects around $3.5 billion by next month to purchase arms and support the war effort against Russia.
All NATO members, except the United States, contribute to PURL. Zelenskyy told reporters, “We received more than $2 billion from partners specifically for PURL.”
He added, “We will receive more funding in October. I expect approximately $3.5–3.6 billion.”
Zelenskyy withheld full shipment details but confirmed they will include Patriot air defense missiles and HIMARS munitions.
Patriot systems protect Ukraine against Russian missile attacks, and HIMARS significantly strengthen Ukrainian precision-strike capabilities.

Conflict Persists Amid Stalled Peace Talks

The three-year war shows no sign of ending despite US-led diplomatic efforts.
Kremlin spokesman Dmitry Peskov confirmed Russia remains open to negotiations and prefers resolving the crisis through diplomacy.
However, Moscow rejected key proposals, and talks have stalled.
Russian overnight aerial attacks disrupted Ukraine’s rail and power systems, officials reported.
A Russian glide bomb struck a southern Kherson town, injuring three women and a three-year-old girl, regional head Oleksandr Prokudin said.

US-Ukraine Investment Fund Targets Minerals and Reconstruction

Ukraine announced a $150 million fund to attract investment in its mineral sector.
The US International Development Finance Corporation will contribute $75 million, and Ukraine will match that amount, Economy Minister Oleksii Sobolev said.
Sobolev described the fund as a “beacon” that could attract further support from international institutions.
The April US-Ukraine agreement grants Washington preferential access to new mining projects while supporting reconstruction and continued military aid.
Prime Minister Yuliia Svyrydenko said the fund will focus on energy, infrastructure, and critical mineral projects, aiming to finance three projects by 2026.
