President Donald Trump has unveiled a plan to rebuild East Potomac Golf Links in Washington, D.C., as a championship golf course. The proposal aims to create a venue capable of hosting major golf events while keeping the course open to the public. However, the project faces a legal challenge over the administration’s plans and its earlier removal of hundreds of trees.

Trump announced the proposal on Truth Social on Sunday. He said the Interior Department had worked with golf course architect Tom Fazio to prepare a plan for the site.

Trump said the new course would meet the highest standards of professional golf. He named the U.S. Open, the PGA Championship, the Ryder Cup and the Presidents Cup as events the venue could host once completed.

The president said work would begin on November 15 and take about 15 months. The announcement marks a clearer statement of the administration’s plans for a course that has already become the subject of a court dispute.

A preservation group and two Washington residents have challenged the proposed redevelopment. Their case has raised questions about whether the government has taken a formal step to approve the project and whether the planned work can move forward.

After Trump’s announcement, U.S. District Judge Ana Reyes ordered the administration to explain its legal position. She asked whether government lawyers still planned to argue that no “final agency action” had taken place and that the proposed rebuilding remained only preliminary.

The distinction matters because the administration has previously argued that plans for a championship-style course were hypothetical. Justice Department attorneys have said there was no formal plan to transform East Potomac Golf Links.

National Park Service officials also told Reyes last week that they were not aware of an official renovation plan beyond earlier social media posts by Trump and Interior Secretary Doug Burgum.

Trump’s latest statement may put those arguments under fresh pressure. The court is seeking clarity on whether the administration now considers the redevelopment an established project or still views it as an early proposal.

The legal fight has also focused on tree removal at the course. Last week, Reyes extended a ban on cutting down more trees through October 26. The administration had already removed hundreds of trees, prompting the judge to sharply criticize the government’s actions.

Reyes said she had heard warnings from the plaintiffs that such work could take place. She explained that she had repeatedly trusted the government not to carry out the disputed actions.

The judge said the incident had cost the administration its credibility with the court. Her comments reflected concern over whether officials had followed the assurances they gave during earlier hearings.

Reyes had previously declined to issue a restraining order requested by the plaintiffs. Government lawyers had told her that the administration would give enough advance notice before starting large-scale work at the site.

The judge later set a clear notice requirement. Before making any change that could cause irreparable harm to the course, the administration must provide written notice to both the court and the plaintiffs at least three business days in advance.

That rule gives the people challenging the project time to raise objections before major changes occur. It also allows the court to consider whether further action is needed while the case remains active.

The proposed course could bring high-level golf tournaments to Washington if the plan moves forward. Trump has also stressed that the facility would remain open to the public, rather than being limited to private members or tournament players.

Still, the announcement does not settle the legal questions surrounding the redevelopment. The administration must respond to the judge’s request and explain how its current position fits with its earlier claims that no formal plan existed.

The October 26 restriction on further tree removal remains a key part of the dispute. The planned November 15 start date is approaching, but the project’s legal status remains uncertain.

The court’s next steps may help determine whether the administration can proceed as planned. Until then, the proposed redesign of East Potomac Golf Links faces a mix of construction ambitions, public access promises and continuing scrutiny over how changes to the site are approved.
