Koh finished ahead of five other candidates in the race to replace Representative Seth Moulton, who left the House contest behind as he focused on a Senate campaign. The result gives Koh a strong chance to enter Congress after years of public service and an earlier unsuccessful congressional bid.
The victory was closely watched because of Koh’s ties to prominent Democratic leaders. During the campaign, he received support from former President Joe Biden and former Vice President Kamala Harris.
